How to Start a Lead Generation Agency: A Founder's Guide

How to start a lead generation agency in Europe: pick a niche, build your own data, set up deliverability, check the law, price it and sign clients.

How to start a lead generation agency: pick a niche of buyers you understand, build your own data from public sources, set up separate sending domains with SPF, DKIM and DMARC and warm them before any campaign, check the legal basis in each country you send to, and sell one clear monthly service whose output is interested replies. Then run outreach for your own agency first. The campaigns you send for yourself are your best sales sample.

I founded Ripe Leads in January 2022 through my company UAB Kofi tech in Vilnius. I built it with my own money and no outside investors, and today we are a team of four: me, a technical lead and two sales reps, plus a two-member board. We find a client's future buyers, start the conversations by cold email and LinkedIn and send every interested reply to one inbox. What a lead generation agency sells

Before you register anything, decide what the client receives. "Leads" is too vague to sell or to measure. At Ripe Leads a client gets:

  • a list of companies that match their ideal customer

  • every interested reply in one inbox, with a weekly report

The client answers the warm replies. We do the rest.

Define your own version as precisely. Name the output you count. Our company page put it this way in a LinkedIn post: "Emails sent is an effort metric. Interested replies are an outcome metric." Sell the outcome metric and report it every week.

Do not promise a number of meetings. The same post said it: "If an outbound agency guarantees you a specific number of meetings, walk away. Nobody can promise that honestly. Including us." A guarantee you cannot keep costs you the client.

Choose a niche you understand

A new agency competes with established ones on one thing they cannot copy: knowledge of a specific buyer. Before Ripe Leads I ran projects at HEADEX Group, a staffing company. That is why our staffing outreach starts from hiring pressure and worker availability. Today a large part of our work is lead generation for recruitment and staffing companies across Europe and Asia.

Pick the niche from your own work history:

Question Why it matters
Which industry have you worked in? You know its vocabulary and its problems
Who buys there, and what triggers a purchase? Triggers become your targeting signals
Can you find these companies in public data? No data, no campaigns
Is a new client worth enough to the buyer? Low deal values cannot pay for outreach
Do you speak the buyers' language? Native copy gets replies that translations miss

You can widen the niche later. At the start, a narrow one makes every campaign teach you something about the next.

Build your own data

Your list decides whether a campaign can work. A perfect email to the wrong company gets nothing.

At Ripe Leads every list starts from public business data: national company registers, company websites, public job adverts and public professional profiles. We keep our own registers current and never buy from list brokers. Every record keeps its source, and every address is verified before a send.

Three reasons to build data yourself from day one:

  1. Quality. Bought lists age fast and carry addresses that bounce, which damages your sending domains.
  2. Accountability. Under the GDPR you must be able to say where you got a person's data. A record without a source is a liability.
  3. Sales. Owned data lets you tell a prospect how many companies match their criteria before they sign.

Set up deliverability before the first campaign

Email that lands in spam wastes the client's money and can damage their domain. Treat the sending setup as the core of the service.

Google publishes the rules for anyone sending to Gmail. Since 1 February 2024, senders of more than 5,000 messages a day to Gmail accounts must set up SPF, DKIM and DMARC, and Google asks senders to keep spam rates in Postmaster Tools below 0.10% and never reach 0.30%. Build to that standard from your first mailbox, even at low volume.

Our setup at Ripe Leads:

  • Separate sending domains. Campaigns never run from the client's main domain, so the domain that carries their invoices and client mail never takes the risk.
  • Authentication. SPF, DKIM and DMARC on every sending domain before the first message.
  • Warm-up. About two weeks before campaigns go live.
  • Slow ramp. A new mailbox starts at roughly 10 to 20 emails a day and increases over weeks. For more volume, add more warmed mailboxes instead of pushing more through one.

This is why our campaigns go live within 14 days of kickoff and the first interested replies usually land in weeks 3 to 4. Put that timeline in your sales conversation so no client expects replies in week one.

B2B outreach in the EU rests on legitimate interest under GDPR Article 6(1)(f). Recital 47 of the GDPR says that processing personal data for direct marketing "may be regarded as carried out for a legitimate interest." Article 21 gives every recipient the right to object at any time, and after an objection you may no longer use their data for direct marketing. In practice: keep a suppression list, honour opt-outs at once and for good, and record the source of each contact.

National law sits on top of the GDPR. Germany is the strictest large market: Section 7 of the Act against Unfair Competition treats advertising email without prior express consent as an unreasonable nuisance. Price the service

Agencies price in one of three ways: per lead, per meeting or a monthly retainer. Each one decides what your team optimises for.

Win the first clients

A lead generation agency has an advantage most service businesses lack: it can demonstrate the product on the buyer.

  • Run your own outreach first. Your first email to a prospect is the sample. If it is generic, they will assume theirs will be too.
  • Give away a piece of the work. At Ripe Leads we offer a free target list: a buyer describes what they sell, and within one working day we send a shortlist of companies we could contact, with the buying signal we spotted for each.

Mistakes that sink new lead generation agencies

  1. Sending from the main domain. One bad campaign can put the domain that carries your invoices on a blocklist.
  2. Bought lists. High bounce rates damage your domains, and you cannot say where the data came from.
  3. Guaranteed meetings. You will either break the promise or book meetings that do not fit.
  4. No niche. Generic copy for every industry gets generic results.
  5. Skipping the weekly report. The client sees only the invoice and decides alone what it was worth.

Before you register the company

Write one page: the niche, the buyer, the trigger, the data source and the price. If you cannot fill it, you are not ready to sell campaigns yet. If you can, set up the domains this week; the warm-up clock starts when they exist.

Questions and answers

How much does it cost to start a lead generation agency?

Less than most businesses. You need a company, sending domains and mailboxes, a data source, a sending tool and a CRM. The larger cost is time: weeks of domain warm-up before the first campaign and months before referrals carry you. Plan your own living costs for that period.

Is cold email legal for a lead generation agency in the EU?

In many EU countries B2B outreach can rest on legitimate interest under GDPR Article 6(1)(f), and Recital 47 says direct marketing may be a legitimate interest. Every recipient keeps the right to object at any time. National rules differ: in Germany, Section 7 of the UWG treats advertising email without prior express consent as an unreasonable nuisance, so campaigns there need a different plan.
